Application for the Romanian Agency for Investment and Foreign Trade Scholarship will open on May 11, 2026.
THE ROMANIAN AGENCY FOR INVESTMENT AND FOREIGN TRADE (ARICE) announces the launch of the file selection process for granting a number of 40 scholarships to foreign citizens to study in Romania starting with the 2026-2027 academic year.
This scholarship is for
- Bachelor’s degree (Undergraduate),
- Master,
- Postgraduate/residency (emergency medicine or cardiology specializations only), and
- PhD.
About Romanian Government
Romania Government Scholarship is offered by the Romanian State to Foreign Citizens through the MFA. Scholarship in Romania is for Undergraduate Degree, Master’s Degree & Doctoral Degrees Holer. Applicants who are not from the European Union can apply for this Fully Funded Scholarship. Ministry of Foreign Affair will pay you a monthly stipend as well. Requirements for Romanian Government Scholarship for Foreign Citizens Qualification
- All foreign citizens with the exception of the EU and EFTA member states. Priority is given to citizens of non-EU and non-EFTA states that don’t have an agreement with Romania for cultural and educational cooperation.
Persons not eligible for this scholarship:
- Romanian citizens or persons that belong to historical Romanian communities located in the vicinity of Romania (they benefit from other programs);
- Citizens that have applied for or are under a form of protection in Romania.
- Stateless persons who are permitted to stay on the Romanian territory and recognized according to the Romanian law;
- Member / family members of diplomatic and consular corps accredited in Romania, member / family members of the administrative and technical personnel of the diplomatic missions and consular offices accredited in Romania and member / family members of the international organizations represented in Romania;
- Citizens that have benefited from the Romanian state`s scholarship for the same cycle of studies;
- Citizens who have a long-term residence permit in Romania.
Level of studies covered by this scholarship:
- Bachelor’s degree.
- Master.
- Postgraduate/residency (emergency medicine or cardiology specializations only).
- PhD. For doctoral scholarship the agreement in principle of the scientific coordinator is required. Admission of candidates opting for doctoral studies is conditional on passing the entrance exam.
Priority areas: applications of candidates wishing to study economics and business administration, agricultural sciences, technical sciences, oil and gas will be promoted as a priority. Applications covering other areas will be taken into account, to the extent of the places available.
Non eligible domains: dental medicine, dentistry, pharmacy.
The study language
The Romanian Agency for Investments and Foreign Trade has decided that the language for all courses taken by the students selected to receive the scholarship will be the Romanian language. Thus, the Romanian language and culture will be promoted among the foreign citizens.
The selected candidates that don’t know the Romanian language are entitled to a preparatory year, previous to the requested academic level.
Students that declare knowledge of the Romanian language must pass the Romanian language test, according to the Romanian law or they must submit one of the following:
- Romanian study documents that prove at least four years of studies in a Romanian education unit, member of the Romanian national education system.
- Romanian language certificate, issued according to the Romanian law, certifying a minimum level of B1.
Interview date, Process and Venue for Romanian Government Scholarship for Foreign Citizens
- The final decision to award scholarships will be made by the Ministry of Education and Research, based on its own selection criteria, with the final results of the selection process being announced on the ARICE website and communicated by email to the selected candidates.
- The ARICE selection committee, appointed according to legal procedures, will select the candidates, based on the documents submitted to the file, no later than September 15, 2026, after which it will publish the result of this intermediate selection stage on the institution's website at: https://arice.gov.ro/ "Scholarships" section.
Documents Required for Application
- Letter of recommendation
- Application form for scholarship in Romania – form RAIFT
- Application form for scholarship in Romania – form MEC
- Photocopy of the diplomas obtained (high school diploma or its equivalent, bachelor's, master's, doctorate diplomas, if applicable) and their legalized translation into one of the Romanian, English or French languages, if applicable.
- Academic Transcripts, authenticated by the competent authorities of the issuing country - photocopy and legalized translation into one of the Romanian, English or French languages, if applicable.
- Applicant’s declaration that he/she did not benefit from another scholarship from the Romanian Government for the requested academic level.
- Birth certificate – photocopy and certified translation
- Copy of the first two pages of the Passport (valid at least 6 months after the beginning of the requested study program).
- Identity card – photocopy and legalised translation
- Medical certificate original and legalized translation into one of the following languages: Romanian, English or French, if applicable
- Curriculum Vitae of the applicant in one of the Romanian, English or French languages
- Two recent passport type photos
